EDUCATION: A Doctorate degree in Dental Surgery or Dental Medicine from an accredited college of dentistry is required. A Master’s degree in Public Health or equivalent is preferred.
EXPERIENCE: Must have a minimum of five years of clinical experience in dental practice. Preference will be given to public health dentistry experience. Experience in leadership, budget and financial management is required. Preference will also be given to candidates with at least one year of experience in a variety of dental administrative activities such as implementation of community dental health initiatives, population based program design and/or overseeing quality dental clinic operations.
JOB SKILLS: Must have a current Texas Dental License or acquire licensure within six months of employment. A valid driver’s license and reliable transportation is required. Must possess proficiency in the use of Microsoft Office software and budget management. Excellent oral and written communication skills are required.
JOB DESCRIPTION: Leads key programmatic activities to improve overall operations of the Dental Health Prevention (DHP) section including setting of goals, implementing program strategies, and evaluating outcomes. Puts in place appropriate performance measures to evaluate effectiveness of dental service provided. Develops, reviews and updates policies and procedures (including standing delegation orders for clinical staff) for the DHP section. Prepares necessary reports and correspondence as required. Supervises all personnel in the DHP section, to include scheduling, assigning, and reviewing program-related activities. Responsible for recruitment, training/professional development, evaluation and discipline of employees. Supervises all dental clinical staff and contractors in their provision of quality dental clinical care in the Harris County Public Health & Environmental Services (HCPHES) Dental Clinics. Responsible for the fiscal planning and management of DHP budget including any relevant grants. Assures that revenues/expenditures are monitored closely and funds are expended in a cost effective/timely manner and in accordance with relevant policies. Provides leadership in management of sound public health population-based program in line with the HCPHES Strategic Plan and objectives. Oversees current operations of the HCPHES school-based dental public health programs. Provides quality direct patient care in the HCPHES clinics on a routine basis. Responds appropriately to patient needs. Works with the HCPHES clinic management to assure a quality, patient oriented dental clinical program within the clinics. Performs other duties as assigned; including special tasks involved in responding to an emergency event.
