Constable Jack F. Abercia has been employed by Harris County for thirty-four years. He worked his way up the ranks and twenty-five years ago was appointed Chief Deputy, which is the second highest rank in the department. During this time, he was a member of the statewide Constables' Education Committee. He was appointed to chair the Constables' Civil Law Book Committee, which published the first guide written for Civil Process by Constables in Texas entitled Texas Constables Guide to Civil Process. He is past president of the State Justice of the Peace and Constables' Association.

On April 9, 1991 Commissioners' Court unanimously appointed Jack Abercia to fill the remaining term of Constable. In 1992, 1996, 2000, 2004 and 2008, he was re-elected to this office and has served over 17 years as Constable.

Since taking office, Constable Abercia, with the help of Commissioners' Court, has added over 100 new officers to his department, bringing Precinct #1 into the patrol area of Law Enforcement for the first time in history. He has taken over new duties such as Bicycle Patrol, Toll Road Patrols, Contract Deputy Patrols and District Traffic Controls. He has also implemented a "Drug Education Awareness" program to teach elementary school age children the dangers of drug use and the benefits of education and good citizenship. Constable Abercia's Office was selected to begin a pilot program of Hazardous Material Detection and Environmental Enforcement, which will help clean up the neighborhoods.

The Precinct One Constable's Office is noted for its efficiency, courtesy, and dedication to the citizens of Harris County. Constable Abercia and his department received a public service award from the Heights Chamber of Commerce for their donation of 10,000 hours of volunteer service to various charitable organizations in Houston in 1993. Constable Abercia plans to continue that tradition and improve it by implementing human and physical resource plans that will lower the cost of operations as well as improve effectiveness of the office.
