Civil ProcessThe foundation of Precinct One is the Civil and Writ Division. Deputies deliver civil process, execute writs for people and property, and serve subpoenas. This includes, but is not limited to, Citations and other notices such as Eviction Notices, Writs of Garnishment, Writs of Attachment, Restraining Orders, Protective Orders, Writs of Possession, Writs of Reentry, Writs of Sequestration, and Writs of Execution.

The division also has Bailiff duties, which include maintaining order and courtroom security in the Justice of the Peace courts, carrying out any orders from the presiding judge, taking any persons into custody as ordered by the judge, maintaining all prisoners in the holding cells, and transportation of juvenile prisoners to Juvenile Detention and mental health facilities.

Harris County Juvenile Justice CenterThe Juvenile Division is responsible for countywide service of subpoenas and warrants for all cases filed in the Harris County Juvenile District Courts.

Monthly intake of district court process and warrants averages 3,500 to 4,500 petitions, writs, subpoenas and warrants.  Additionally, the division receives between 200 and 300 truancy related papers monthly from the Justice of the Peace Courts.  Out of county process is also routinely received, attempted and served.

Process commonly received and served includes juvenile petitions, CPS citations, witness and records subpoenas (juvenile delinquency and CPS), juvenile warrants and CPS custody related writs of attachment.

Precinct One has the largest mental health warrant division in Texas and serves the entire county.  Our agency executes all of the mental health warrants issued by judges in Harris County and deliver all process associated with each case.

These warrants are issued for individuals who are unable or unwilling to care for themselves and have demonstrated that they are a danger to themselves or others.

Our officers are assigned to transport committed patients to the various state and private hospitals for treatment.

Officers assigned to the Mental Warrant Division are trained in crisis intervention and work in two man teams wearing plain clothes.  Unmarked vehicles are used to transport patients due to the sensitive nature of the warrants.

Criminal WarrantsThe Criminal Warrant Division serves warrants issued by the Harris County Juvenile Courts and Precinct One’s Justice of the Peace Courts. This Division is responsible for the safe keeping of all the warrants that are issued from the two Justice of the Peace Courts in Precinct One, and for executing those warrants.

There are over 65,000 active warrants on file from throughout Harris County.

Many warrants are filed as a result of issuance of a bad check or failure to pay a traffic citation, but also include theft of service and truancy warrants, among other things.

Each defendant is afforded a courtesy notice that a warrant has been issued for their arrest. If a defendant fails to respond, the warrant division utilizes various methods and resources to locate and bring them to justice.
