Harris County Regional Radio Center Cache Radio Deployment Procedure
Description
The Emergency Cache Radio consists of XTS 2500 portable radios with ancillary support equipment. Each Cache Radio has a rechargeable nickel-cadmium batteries, and portable gang-charger. The radios are programmed to operate on the 800 MHz Public Safety Radio Systems that are operational in this region. The radios are capable of operating on the Law Enforcement, Fire and Rescue, EMS, Public Works, and Mutual Aid resources used within those systems.
The Cache Radios are pre-programmed with State Inter-Op channels and are ready for immediate use in all emergency incidents. The Cache Radios are stored, maintained, and managed by Harris County Regional Radio Center. The Cache Radios are available to support Public Safety Communications needs within the Houston Galveston Area Council Region (HGAC) for emergency incidents or scheduled events.
Deployment Procedure:
Request for Cache Radios must be made through the Harris County OEM Incident Command Staff. Requests for deployments for scheduled events need to be done in advance and approved by the Harris County OEM Incident Command Staff or the Harris County Regional Radio Center.

After OEM has assigned units by order of priority, the radios will be deployed by the Harris county Regional Radio Center located at 2500 Texas Ave., Houston, TX 77003.
Emergency Incidents:
Emergency Requests for deployment of the Cache Radios must be made to Harris County OEM Incident Commander. It is each agency’s responsibility to maintain appropriate internal procedures to ensure that requests are only passed on from the Incident Commander if the request originated from, or was approved by, a person with the authority to accept fiscal responsibility for the Cache Radio. A request for Cache Radios from a participating agency assumes the fiscal responsibility for the cost of any damaged or lost equipment. All Cache Radios must be returned to the Harris County Regional Radio Center after the end of the Emergency Event.
Once HCOEM confirmation has been made, then the cache radios will be delivered to, or picked up by the requesting jurisdiction, the requesting jurisdiction’s OEM manager or Communications manager must contact the Harris County Regional Radio Center for pickup.
