Defining Racial Profiling
Racial profiling or bias based policing is defined as any pattern or practice, including but not limited to, stopping, detaining, frisking, and searching by deputies, that is based upon a generalized belief that a person of a particular race, ethnicity or national origin is more likely to commit certain types of crimes.
Updating policy and department training concerning racial profiling
Constable Gary L. Freeman’s office policy states that law enforcement activities that are a result of biased based profiling, are not condoned, are unacceptable and will not be tolerated by Constables Gary L. Freeman’s office.
Law enforcement practices are based on behavior and not race or ethnicity.
Deputy training consists of many hours a year to keep their skills and knowledge up to date and sharp. Included in this training is information about racial profiling so that our personnel will understand what types of behavior to avoid. We will continue to stress policies, rules, regulation and deputy/ staff training concerning racial profiling.
Collect data concerning traffic stops and arrest to have acute information for analysis, which will help identify potential problems.
Constable Gary L. Freeman’s office will also use this data concerning traffic stops and arrest (via computer) that will help us establish a statistical database so that problematic behavior can be identified early on, addressed and corrected.
Keeping the public aware of potential problems with open communications.
